VAT 5% and 7%

When creating a database and during upgrade, VAT rates of 5% and 7% are automatically added to the rates dictionary.

Fixes

• Minor adjustments made to the UTD (Universal Transfer Document) and Invoice layouts (bringing them into compliance with RF Government Decree No. 1096).
• Optimized the deletion of payment documents.
• The error "Invalid document date / date stamp" occurred when activating a set assembly using interchangeable substitutions with the "rule of document order" set.
• During a backup without documents (DisableDocBackup), everything related to opened alcohol marks (sales, shifts, marks) will not be saved.
